Cesare would prefer going with the pretty girl. But he mmmmight try to ditch anyway to pick up girls who are not his host's sister. He probably won't just bounce in the middle of Taipei, at least, since she's a girl and related to Jiu Wu. He very well might scope out where young people hang out while he's with her and then make an excuse to go back later on his own, though.
And yes please teach him some basic phrases. He will probably need them. He'll do the same in return!
Cesare will probably get Jiu Wu and Natsumi to come with him to Bologna. His cousin Silencio just came back from trying and failing to secure a vote from there for Cesare's father and he thinks it is worth another try if he has the opportunity to make a bonus move thanks to Camp's vacations. In canon he deemed it a lost cause and not worth any more effort, but since now he has the chance to try again... (And also frankly he thinks he has everything else under control in canon, thanks self for being so on top of things!) He's not really expecting to win the vote, just to make the Bentivoglios doubt what side they should be coming down on to make things easier in the future.
Cesare actually wouldn't require Jiu Wu and/or Natsumi to do much. Just dress nice (he will supply the clothing) and make a brief appearance to hand over a present to Lord Giovanni Bentivoglio. The rest of the day or however long they'll be there they are free to do tourist things. He'll be busy smoozing for a while so they'll have some time on their own to do their own thing. Romantic walks through scenicItaliantown, etc etc. They can take care of themselves, he's sure they won't be mugged. :|b He'll catch up with them later. If things go well they can all have a fancy dinner at the lord's estate and it's totally legit that they won't be able to communicate with anyone and blow his plan by mistake because they won't be expected to speak Italian anyway \o/
As for background information, Cesare is basically updated to early January 1492. His father is basically campaigning to be elected the next pope and has various family members and dependents helping. Cesare is pretty much in charge of securing votes from the area including and around Florence and his cousin was working Bologna but was unable to get the family in charge there to commit because of other political pressures on them. It was a disappointment, but not an entirely unexpected one. The family is still friendly to the Borgias, however, and Cesare wants to take another crack at it, or at least remind them why they need to maintain a healthy relationship. Because he wants to go to Bologna, they won't be seeing anyone Cesare already knows--all of his men are either in Pisa or Florence and he's never actually been to Bologna. He's totally okay with this, as it means he has a little more freedom to spend his time how he wants to with his guests.
